Constitution of the Turkish Student Association
University of California San Diego


ARTICLE I: Name and Purpose
Section 1
 
The name of this organization shall be Turkish Student Association
Section 2

 

The purpose of this organization shall be

  • To promote the communication and cooperation among the Turkish students at UCSD.

  • To promote and organize activities for better understanding and representation of the Turkish culture, art and history.


ARTICLE II: Membership
Section 1
 
The membership is open to anyone who has a keen interest in Turkey and Turkish culture. No person may be denied membership on the basis of race, national origin, religion, sex and sexual orientation.
Section 2
  Active (Voting) members of this organization shall consist of registered UCSD students. Only active members shall have the right to vote. Only full-time and part-time registered UCSD students shall be eligible to hold an office.
Section 3
   Associate (Non-voting) members shall consist of any faculty, staff or non-UCSD person who is interested in participating in the activities organized by the Association.
Section 4
  The membership requires an annual due, which is set according to the Bylaws (ARTICLE VII, Section 1).
Section  5
  Membership may be withdrawn under the following circumstances: 
  • If the member engages in activities that are in conflict with the principles of the organization or the rules established by UCSD.
  • If the member fails to pay her/his fees. The membership will be reestablished upon the payment of the dues.

Only the Executive Committee shall have the authority to terminate a membership. The majority of the Executive Committee must approve the withdrawal of membership.


ARTICLE III: General Assembly
Section 1
 
The General Assembly shall consist of all active and associate members of the Association.
Section 2
  The General Assembly shall hold a minimum of two meetings per  year. The time of the meetings shall be set according to the Bylaws. Additional meetings shall be called upon the request of the President.

ARTICLE IV: Executive Committee
Section 1
 
The Executive Committee on behalf of the General Assembly shall exercise the execution authority of this organization. The committee shall be responsible for executing the decisions of the General Assembly within the guidelines of the Constitution.
Section 2
  The election of the Executive Committee members shall be conducted in accordance with  ARTICLE V.
Section 3
  The Executive Committee shall meet at least once a month.
Section 4
  Executive Committee shall consist of five members: President, Vice President, Secretary, Treasurer and Public Coordinator.
Section 5
  The responsibilities of the Executive Committee members shall be 
  • President 
    1. To represent the Turkish Student Association in all the university and social functions. 
    2. To propose activities and programs that will help strengthen the spirit and purpose of the Association. 
    3. To call meetings of the Executive Committee and the General Assembly. 
    4. To preside the meetings of the Executive Committee and the General Assembly. 
    5. To appoint activity committees whenever necessary. 
    6. To authorize payment of bills for the organization and to co-sign all checks. 
    7. To appoint Executive Committee members in their absence, resignation, death or inability to perform their duties. 
     
  • Vice President 
    1. To assist the President in her/his duties. 
    2. To act on behalf of the President in case of her/his absence. 
     
  • Secretary 
    1. To keep the minutes of the Executive Committee and General Assembly Meetings. 
    2. To inform the members about  the important decisions taken by the Executive Committee and  make announcements for the upcoming events. 
     
  • Treasurer 
    1. To handle the financial matters of the organization. 
    2. To collect the fees. 
    3. To co-sign checks. 
    4. To give the Executive Committee a budget report each quarter. 
  • Public Coordinator 
    1. To be a contact person for the Association.

2. To prepare advertisements, posters and flyers for the upcoming activities.

3. To establish communication between the Association and the community.

4. To maintain the web page of the Association


ARTICLE V: Nomination, Election and Removal from Office of the Executive Committee Members
Section 1
 
Any registered full/part-time UCSD student can be nominated for Executive Committee membership. Only active members can nominate.
Section 2
  The elections shall be held once a year at the beginning of the Fall quarters.
Section 3
  The election shall be postponed if 50% quorum is not present at the time of the voting. The Executive Committee shall determine the time of the new election.
Section 4
  The elections shall be conducted as secret ballot and open tabulation. The candidate must have a simple majority in order to be elected.
Section 5
  Removal from office shall be decided with a majority vote of the Executive Committee under any of the following circumstances: 

If an Executive Committee member

  • does not fulfill her/his responsibilities. 
  • engages in activities that contradict the rules set by TSA or UCSD 
    does not attend 3 Executive Committee meetings without prior notice and reasonable excuse. 

ARTICLE VI: Amendments of the Constitution and Bylaws
Section 1
 
The Constitution can be amended with 2/3 majority. At least 50% quorum must be present at the time of the voting.
Section 2
  Bylaws can be amended  with simple majority. At least 50% quorum must be present at the time of the voting.

ARTICLE VII: Bylaws (Regulations)
Section 1
 
The membership dues shall be $5.00 per year for voting members and $10.00 per year for non-voting members.
Section 2
  The regular meetings of the General Assembly shall be conducted at the second week of the Fall quarter and first week of the Spring quarter.
